Oliver Barker-Vormawor, Ghanaian lawyer, activist, and scholar, has been named Secretary and a member of the recently established Constitution Review Implementation Committee (CRIC).
On Friday, August 28, 2026, Attorney General and Minister of Justice Dr. Dominic Akuritinga Ayine officially opened the 11-member committee. Marietta Agyeiwaa Brew, a former Attorney General and Presidential Legal Counsel, serves as its chair.
The committee’s job is to turn the government’s approved suggestions from the Constitution Review Committee into actual laws and constitutional provisions.
Its work comes after the government’s position paper on the proposals of the Professor H. Kwesi Prempeh-chaired Constitution Review Committee was released. Constitutional amendment bills are anticipated to be prepared as part of the implementation process; the first batch, which would include non-entrenched clauses, is anticipated to be prepared for Parliament by November 2026.
The Role Of Barker-Vormawor
In her capacity as secretary, Barker-Vormawor will assist the committee administratively and technically as it creates a framework for carrying out the approved ideas.
He has previously participated in the process of reviewing Ghana’s constitution. He was a Constitutional Researcher and Access to Justice Advisor to the Constitution Review Commission from 2010 to 2011, therefore his new position is a return to a field he has worked in for more than ten years.
Barker-Vormawor has continued to be an outspoken supporter of constitutional and governance reforms in Ghana. He is also well-known for his efforts as a co-founder and chief convener of the #FixTheCountry initiative.

Barker-Vormawor stated after his appointment that his participation in the implementation process does not imply that he has given up on his larger effort to amend the constitution.
He joined the Constitution Review Commission at the age of 22, marking the beginning of his 17-year dedication to the cause.
As the government works to implement the approved amendments, the Constitution Review Implementation Committee is likely to operate under tight deadlines.
The committee has been instructed by Attorney-General Dominic Ayine to draft the first batch of constitutional change bills for Parliament by November 2026. The 2027 District Assembly elections are anticipated to coincide with the presentation of some of the proposed amendments that call for a referendum.
Additionally, the committee has stated that it will create a legislative and referendum schedule, an implementation roadmap, and a system for tracking the advancement of each item that is approved.
According to the administration, the overarching goal is to pursue a transparent and inclusive constitutional reform process that can improve Ghana’s democratic governance.
Therefore, Barker-Vormawor’s nomination puts a well-known proponent of constitutional reform at the center of the process, entrusted with transforming the approved ideas into workable institutional and legal reforms.
